Is it possible to purchase data without using a credit card or Dutch bank account? I have neither.

I'm afraid you do need a Dutch bank account, or a Dutch credit card. Try finding a Dutch friend who is willing to assist you with buying a data bundle on your behalf. You will need to sit together with this person in front of a computer as you will need to order this online via your Mijn Simyo. Then pay him/her back with beer, wine, or cash. Or any combination of these...

It looks like Scotsman already adequately answered your question 🙂 You can't order a Simyo simcard without a Dutch bank account, but if someone can help you out by using their bank information, that'd be a good solution.
