Is there any service to inform me with an SMS about calls I missed while I had my mobile switched off? If yes, how can I activate it?

If you call your voicemail, you should find the option to switch the sms on in the voicemail menu.
What number should I call? Is there guides in English?

Do I have to have the voicemail turned on? Because I have deactivated it.

You can call 1233 to access your voicemail menu. You should be able to set the voicemail language there. In the voicemail menu you can activate the sms messages for missed calls.
